US-led Coalition Is Going To Allow ISIS Terrorists To Redeploy From Raqqah To Deir Ezzor – Reports

A spokesman for the US-led coalition announced on October 10 that the so-called Raqqah Civil Council [a political group linked to the US-backed Syrian Democratic Forces] and “Arab tribal elders” work to protect and evacuate remaining civilians from the ISIS-held part of Raqqah city.

The released statement says that the Raqqah Civil Council “is leading discussions to determine the best way to enable civilians trapped by Daesh to exit the city, where some are being held as human shields by the terrorists.”

The statement came amid continued clashes in Raqqah where the Syrian Democratic Forces (SDF) are still unable to break the ISIS defense in the city center.

At the same time, a number of reprots appeared that the US-led coalition and the SDF are conducting intense negotiations with ISIS over a possible withdrawal of the terrorists from Raqqah city. According to reports, ISIS units would be allowed to withdraw to Deir Ezzor province where they help their counterparts fighting Syrian government forces.

Previously, the SDF and the US-led coalition allowed ISIS units to withdraw freely from the towns of Manbij and Taqbqa. According to some pro-government experts, allowing ISIS to withdraw the coalition will achieve two goals:

  • to declare the “liberation” of Raqqah;
  • to slow down government forces advance towards the border with Iraq in the province of Deir Ezzor.

        Hezbollah did do a deal, but it was the right thing to do because there were several differences.
        In Lebanon:
        -ISIS was unwilling to fight and surrendered.
        -They took them to to Al-Bukamal, a place SAA is destined to reach.
        -There were children and women and elderly with them.
        In Raqqah:
        -U.S is trying to bribe IsIs
        -ISIS still holds notable terrritory in the area.
        -ISIS is still putting up a fight and did not surrender.
        -They will likely be deployed somewhere to hinder the advance of the SAA.
        -At least this deal is supposedly for the safety of the hostages

      SDF sources confirm there is an agreement. It seems busses leave at 9.30 tomorrow morning. Reported at this moment to be some 150 fihters and families. A number of families surrendered immideately to SDF.

          Thanks. What everyone needs to be aware of is that there were 2 types of ISIS fighters at Raqqa:
          1. Core ISIS comprised of foreign fighters and ISIS loyalists
          2. Local fighters etc

          Reports are that for the most part the Core ISIS have already left Raqqa and the remaining fighters are almost all locals.

          ***The Coalition is far less interested in a few remaining Local Fighters than Core ISIS who might migrate back to their home countries and kill a bunch of people in France, USA, Germany, Holland etc.

    It seems to be fashion these days to make deals with IS.

    Hawija in Iraq rumoured. SDF made a deal in Manbij (not Tabqah), Assad made deals in Arslan, offered in Qaryatayn and has “reconciliations” all over the country. Turkey made a deal in Al Bab and had a fake war before that city, deals with HTS and others etc etc.

    I think all of those agreements as far as HTS and IS are concerned are bad.

    To some extent I understand the urge for them, to protect trapped civillians. On the other hand, giving in to them makes the civillians targets too.

    So I have mixed feelings about this. Those same fighters will be fighting soon against SAA and or SDF in nearby fronts and killing the locals there, the fighters of SAA and SDF. Those that made the agreement are responsable for saving many, but they will also be responsable for those later killed by the IS that will be leaving tomorrow.

    artillery bombardment. There is probably up to 3,500 ISIS terrorists
    holed up in Raqqah, although US sources are suggesting 2,000 or less.
    So, it is very important they get them out of Raqqah as combined FSA and
    SDF are not really up to the task for many reasons. ISIS have released a
    statement only hours ago suggesting it is a fight to the finish in
    Raqqah. They are no doubt very aware of Russian strike capability and
    will have noted that over 200 of their number were taken out by a
    Russian air strike earlier on today as they headed for Dayr ez Zor

      Maybe only 300 active ISIS fighters are left in Raqqah, with very little tactical transport to get out.
      Question is where would they be vacated to, I mean the wounded and ISIS “civs” ?

        Allowing ISIS to withdraw can be the right move IF you can see, killing them , ‘in place,’ will cause many civilian deaths.
        Let them leave, get them into an area where our friends with the ‘bombers’ can drop 500 lb. bombs on them without fear of killing the women and kids.!

    While I understand humanitarian and tactical reasoning, I think those deals are strategically unsound and ethically dubious.

    I am glad not to be the one that makes the decision on this.
