The extensive use of vehicle-borne improvised explosive devices (VBIEDs) in the Middle East has resulted in a significant amount of military and civilian personnel being killed or injured. A new threat is quickly emerging in the West, as ten civilians were mowed down in a horrific van attack earlier this week in Toronto. Since 2014, Europe and North America have been inundated with terrorist led vehicle-ramming attacks against civilians.

According to Stratfor Global Intelligence, a vehicle-ramming attack is a new class of terrorism which is less lethal but could prove more challenging for officials to prevent.

Consequently, the Defense Department’s Joint Non-Lethal Weapons Directorate’s (JNLWD) top priority since the threat first appeared in the Middle East, has been to advance technologies and capabilities to non-lethally stop both cars, trucks, and even vessels.

One of these non-lethal technologies is the multifrequency Radio-Frequency (RF) Vehicle Stopper (RFVS), which uses a high-power microwave (HPM) to stop cars and trucks in their tracks without damaging the vehicle, or its occupants.

As Defense One explains, “The jammer works by targeting the car’s engine control unit causing it to reboot over and over, stalling the engine. Like an invisible hand, the microwaves hold the car in place. “Anything that has electronics on it, these high-powered microwaves will affect,” David Law, who leads JNLWD’s technology division, said in March. “As long as the [radio] is on, it holds the vehicle stopped.”

In a 2012 unclassified directed energy defense report, the inner workings of the RFVS are explained:

” The RFVS system uses high-power magnetron tubes to generate intense RF pulses that interfere with a vehicle’s electronics, rendering it temporarily inoperable. The engine cannot be restarted while the RF is on but is readily restarted once the RF is turned off. Thus, the RFVS system allows for the maintenance of a safe keep-out zone in situations that might otherwise require the use of lethal force. The defined measure of success for this system is a demonstrated, effective capability against more than 80% of the candidate target-vehicle-class list, which includes passenger cars and large vehicles.

As a nonlethal capability, the effects to the target vehicle are short-term and almost always reversible, so that the vehicle is not stranded, which would burden the warfighter with the task of its removal. Moreover, as with all directed-energy weapons, the RFVS system delivers energy at the speed of light. In contrast with other nonlethal vehicle stopping concepts and systems, however, RFVS does not need to be pre-emplaced and has a limitless magazine.”

Defense One indicates RFVS’s original intent was designed for military bases, but with the latest string of vehicle-ramming attacks in Europe and North America, there is a possibility that these ray guns could be placed strategically around cities — in the not too distant future.

“The military is developing the weapon for force protection — as in protecting soldiers and bases. But it has applications for police as well. Placed strategically around cities, it could prevent attacks like the ones in Europe, Canada, the United States, and elsewhere. There are, however, some tricky legal issues involved in using electronic and radio jamming devices in the United States.”

While the military aims to have a working prototype by Fiscal Year 2019, there are concerns about directed energy weapons. Take, for example, the electricity to operate the ray gun is a massive gasoline-powered turbine that generates 300 kilowatts of power. Even though the weapon has shrunk in size, the power-hungry device still requires lots of power.

Defense One notes that JNLWP has two versions of the non-lethal directed energy weapon, one that slides into a small truck bed with a range of about 50 meters and another three times larger with a range of about 200 meters.

In the not too distant future, directed energy weapons for non-lethal applications could be coming to a downtown near you, all in an attempt to thwart terrorist driven vehicle-ramming attacks against civilians.

        After years of growing concern, the California state auditor has produced a damning report describing how the state’s 79,000 foster children are being drugged with psychotropic medications at abnormally high rates.

        The report found that nearly 12 percent of kids in California’s child welfare system were prescribed psychotropic medications – including antipsychotics, antidepressants and mood stabilizers – during 2014-2015. This compares to a rate of 4 to 10 percent for non-foster kids.

        Some of these vulnerable children were drugged “in amounts and dosages that exceeded state guidelines,” with no follow-up by the county to ensure these prescriptions were appropriate. Some counties also violated the law by failing to obtain court or parental approval for psychotropic medications.

        California spent $226 million on psychotropic medications for foster kids over the last decade, which amounts to almost 72 percent of total drug spending for foster youth.

        The report slams the state and counties for a failure of oversight that has allowed child welfare centers to resort to drugging to control behavior, which can have devastating effects on brain development and health condition.

        According to a 2014 investigation by the Los Angeles Daily News:

        “…there is substantial evidence of many of the drugs’ dramatic side effects: rapid-onset obesity, diabetes and a lethargy so profound that foster kids describe dozing through school and much of their young lives. Long-term effects, particularly on children, have received little study, but for some psychotropics there is evidence of persistent tics, increased risk of suicide, even brain shrinkage.””

        …………..And last but certainly not least, let’s not forget the role of pharmaceutical companies themselves. Drug manufacturers paid $4.6 billion in settlements to federal prosecutors after they misrepresented scientific evidence to illegally market their expensive antipsychotic drugs.

        Eli Lilly advised its sales task force: “The competition wins if we are distracted into talking about diabetes.”

        And, unsurprisingly, when California tried to rein in those prescribing psychotropic medications to children, doctor and psychiatrist lobbying groups enacted heavy pressure to delay or block pieces of the legislation.

      The dense microwaves beam supposedly kills off electronic control and expand the engine with heat to a stop. Contrary to their claim this things were lethal in addition being a radioactive hazard. I don’t know what kinds of cabin they’ll make the carrier for operating this but this will affect up to 200m radius regardless where it directed to if I’m not wrong.

    Ten years ago, those evil, backwards Russians had the first generation of their 500 MW X-band RF directed energy weapon – the Ranets-E. It could probably stop a vehicle at 10 km…permanently. They didn’t field them at the time because they were too powerful for practical battlefield use. The 1RL257 Krasukha-4 is Russia’s less insanely powerful but much more capable broadband version. No idea if it can stop a vehicle, but it seems to work pretty well on cruise missiles.

    The US should never try to beat the Russians on heavy-lift liquid-fueled rockets or crazy-powerful microwave weapons. Given enough time, the US defense contractors could catch up to the Russians – I just can’t afford the additional taxes it would take.

    NATO and Soviets were both experimenting with microwave weapons from 1960’s. They are effective in range of applications, and one of the known NATO sub-areas of interest was as tool for social control – ie large groups of fixed demonstrators can be subjected to low level radiation and become temporarily ill, sore throats, headaches etc and the group then starts to disperse. It has long been speculated this was done to the large anti-nuclear protest groups, largely women, camped outside NATO bases in Britain in mid 1980’s. There are however, health consequences – particularly infants and unborn fetuses in pregnant women are very vulnerable to such microwaves and it can affect their natural development. Whilst this particular US microwave system may be an effective anti-IED suite, and potentially save US serviceman’s lives, should the US military start regularly using this system in Afghanistan et al, there would be very a real, albeit essentially hidden, impact on civilian health for those caught in the immediate vicinity.
