Kremlin provides a disclaimer, launching the warning of a possible false flag by the government of Kiev. Russian Defense Minister Sergei Shoigu has opened a line of communication with the West, informing the governments of Washington, London, Paris and Ankara of the risk of a provocation by Kiev with a dirty bomb.

Kotin acknowledged that highly enriched uranium was stored on Ukrainian territory for several years after the signing of the 1994 Budapest Memorandum. Kiev claims that the material was transferred to Russia in 2012. But there is no firm evidence.
According to sources in the Russian press, military intelligence in Moscow has even identified the production center of these enriched uranium weapons. The site identified is the Eastern Mining and Processing Plant in Zhovti Vody (Dnepropetrovsk region) which is probably working in tandem with one of the research institutes for the nuclear program.
AIEA, the International Atomic Energy Agency and the European Union are well aware of the danger of that site in Zhovti Vody. Indeed, it is the European Union that since 2016 has financed a project aimed at “implementing of rehabilitation programs for uranium legacy sites”.
Here are the features of the sitp: EMPP “is located in the city of Zhovti Vody of the Dnipropetrovsk region. It has carried out mining and processing of uranium ores since 1951, supplies up to 40% of the uranium required for fueling the Ukrainian nuclear power plants, three mines: Smolynska, Inhulska, Novokostyantynivska and a hydrometallurgical plant.

According to the reconstruction of Russian analysts, there is also a plan B. A missile attack on the Kakhovskaya HPP dam in the city of Novaya Kakhovka: this is the sixth and last station facing the sea in the Dnieper waterfall. Its main task is to provide irrigation and navigation in the lower reaches of the Dnieper. The decision to build the Kakhovskaya hydroelectric power plant was made in 1950. The turbogenerators were put into operation in 1955-56. Therefore, this is the second station of the waterfall after the Dneproges in construction time. The next, in 1960, Kremenchug HPP was launched. The construction of the station belonged to the “Great construction sites of communism”
Blowing up the dam would flood the Kherson region. In October, a serious discussion began on the possibility of undermining the dam of the Kakhovskaya hydroelectric power plant. Already in mid-September, for example, Ukrhydroenergo filed a lawsuit against Russia at the European Court of Human Rights asking for compensation for the damage caused to the company due to the production shutdown of the hydroelectric plant. Systematic bombings of the hydroelectric plant have been carried out since July, but the risk of damaging the dam has not been seriously discussed, even if the risk of damaging the locks is concrete.

A dirty bomb is just a conventional explosive that releases a lot of radioactive waste, as its sort of payload. It’s not necessarily a very big or powerful explosion. The idea is just to put a lot of radioactivity into the air, where it can harm humans. So a dirty bomb would not be a very effective means to blow up a very solidly constructed dam like the Kakhovskaya HPP for example, nor would it be central enough to inflict optimum harm on a population. A better option might be an Amerikan ‘Bunker-Buster’ type of bomb… This is not to say I don’t believe Ukraine have a dirty bomb, just that they are likely to use on larger Russian populations, – or if it is to be a false flag – on some Ukrainian population, that Russia might feasibly target – say as part of a power grid attack. But then, why would Russia need to resort to low grade nuclear weapons for such a task? It’s missiles are proving satisfactory already. So a False Flag can only be planted where Ukraine conceives Russia might resort to nuclear weapons, but the options there are unconvincing, not that this has stopped Ukraine making such accusations previously.
