That is not being set up yet, but it is a goal. First Russia needs to liberate the DPR and LPR. Then they should cross the Dnieper River and re-liberate Kherson. They should send lots of infantry and armored divisions, as well as air support to attack Nikolayev (Mykolayiv to Ukrainazis) and take the bridge over the Southern Bug river. Then all units can launch a massive offensive against Odessa.
It will take a while, but Odessa will eventually be liberated from Nazi rule!
I don’t see Russia liberating Kherson militarily. The left bank of the Dnepr is low-lying and offers no cover, and even should forces manage to cross in force, supplying the number of forces necessary for its capture from across the Dnepr is next to impossible (which is partly why the decision was made to withdraw in the first place).
The Zaporozhye front is more important than Kherson. The frontline in Zaporozhye is ~40km from Russian rail lines supplying the entire Russian southern front, Zaporozhye city itself is a key logistic hub, and it is also geographically much-easier to approach.
If I was Surovikin, I’d hold on liberating well-fortified occupied DPR and launch an assault north towards Zaporozhye-Pavlograd and west towards Izium from the LPR, with the goal of developing a pincer towards Lozovaya. I don’t know if there are enough forces for that.
