Russia rules out nuclear arms talks with US

“The second destabilizing factor which deprives us of the possibility further reduction (of nuclear arsenals) is the development of the ability of weapons capable of launching disarming strikes without the use nuclear warheads, and which have effective ranges comparable to strategic systems. That’s the “Global Strike” program,” Ryabkov added.

The US rapid “global strike” program is intended to create a hypersonic vehicle capable of delivering precise non-nuclear strikes from US territory against targets located all over the world within one hour of launch. That system would permit the launch of a non-nuclear attack capable of destroying strategic nuclear forces.
